Purpose Statement. At the 131st AGM on 15 Sept 2007 in Brandon, Manitoba, it was decided that the 132nd AGM of the RCAA would take place in Québec City to coincide with its celebrations of the 400th Anniversary of the oldest city in North America as well as the 40th Anniversary of 5 RALC.

1. SITUATION.

a. Regular and Reserve Forces across the country can benefit from a greater presence from the National Association.

b. Province of Quebec area Gunners, LFQA HQ as well as HQ 5 GBMC are highly interested in assisting the RCAA to hold its meeting in the City of Quebec or its vicinity in Sept 2008.

c. The RCAA will be able to count on the support of the following units:

i) 5RALC, Valcartier and its Association
ii) 2 Fd Regt RCA, Montréal and its Association
iii) 6 RAC, ARC, Lévis and its Association, and
iv) 62 RAC, ARC, Shawinigan and its Association

d. It is assumed that despite the potential deployment of a few hundred gunners out of country and the celebrations of the Quebec City 400th Anniversary that enough rooms will be available in the Hotel(s) provided enough warning is given to the organizers.

2. MISSION.

To Organize and Execute the RCAA 132nd AGM in Quebec City from 11th to 14th Sept 2008.



3. EXECUTION

a. The VP RCAA will direct the organization of the gathering in Quebec City, strongly supported by the Treasurer and the Secretary for the detailed planning of the reunion, speeches, presentations, travelling arrangements, etc. Most of the activities would take place in or around the Delta/Congress center thus minimal movement will occur.

b. Probable Tasks:

1) RCAA HQ:

a) President:

i) Oversees and directs the operation.
ii)Seeks direction/advice from the Col-Comdt and DArty.

b) Vice-President: Conducts detailed planning, coordination with local units/associations and fund raising where required.

c) Treasurer: Conducts detailed planning for the agenda and briefings.

d) Secretary:

i) Produces minutes of the 2007 AGM.
ii) Maintains up to date attendance list.
iii) Assists the treasurer in the set-up of the 2008 AGM.

e) Regt Affairs Chairman: Ensure distribution of information across the country to regional reps.

f) Regt Major RCA: Publish 2008 AGM Information on Web page and keep it current

g) Director Museum RCA: Coordinates the Travelling Exhibit to be in Quebec City Summer 2008

h) 5 RALC :

i) Coordinates 40th Anniversary celebrations.
ii) Liaise with Bde Comd and Area Comd
iii) Conducts coord meeting with all Quebec units and VP RCAA
iv) Assists with some personnel
v) Tentatively book transport for mobility-restricted (handicapped) people

i) 2 Fd Regt RCA:

i) Assists with some personnel
ii) Participates where required

j) 6 RAC ARC:

i) Organizes 13th Sept ceremony at Place Georges V
ii) CO to organize tour of Citadelle 11 Sept evening
iii) Assists with some personnel
iv) Participates where required

k) 62 RAC ARC:

i) Provides 62 RAC Band for afternoon ceremony at Place Georges V
ii) Assists with some personnel
iii) Participates where required

l) Quebec Regimental Associations:

i) Presidents to encourage members to attend AGM and Ball
ii) Pass information to members



c. Co-coordinating Instructions.

1) Details to be published on Artillery.net no later than 30 Nov 07

a) Meetings will occur monthly in Quebec area. All units or Quebec Associations to be present.

b) Briefing to be given to President RCAA by 15 Nov 07

c) Indication of attendance by members received to Secretary no later than 15 March 2008

d) Executive would arrive Quebec City no later than morning 11 Sept 08

e) Annual golf tournament organized by 5 RALC - 11 Sept 08. RCAA members welcomed to attend.

f) Executive meets – 11 Sept 08 1600 hrs.

g) Meet & Greet at the Citadelle to include tour of Citadelle directed by CO 6 RAC – 11 Sept 08 evening

h) AGM meeting 12 Sept 08 – 0830 hrs – 1700 hrs

i) 12 Sept 08 - Free evening

j) 13 Sept 08 0800hrs – 1400 hrs : Seminar

k) 13 Sept 08 1530 hrs – 1630 hrs: Ceremony at Place Georges V

l) 13 Sept 08 1900 hrs 40th Anniversary Ball

m) 14 Sept 08 Members return home

n) 12 Sept -13 Sept: Activities organized for Spouses in or around Quebec City such as Boat trip on St-Lawrence River, Picnic at Iles d’Orleans, Shopping etc.

2) DIRLAUTH authorized between Units and Associations to ensure maximum information circulated.

4. CSS.

a. Transportation instruction to be issued by Treasurer in coordination with 5 RALC. 150 rooms have been pre-booked by 5 RALC at the Delta Hotel. Reservations to be made through 5 RALC. 1st of May 2008 will be a crucial date to decrease or increase the number of rooms required.

b. Breakfast (12-13 Sept) would be served at the Delta restaurant with coupons for Buffet style Breakfast.

c. Lunch (12-13 Sept) would be served in a room adjacent to Delta meeting room.

d. VP RCAA to look into Fund raising activities/initiatives to help cut the cost of the overall activities.

e. All briefing to be UNCLASS.

5. COMMAND AND SIGNAL
