Born into a military family in Montreal, Quebec in 1969, Lieutenant-Colonel Stéphane Boucher attended various schools in Quebec, New Brunswick, Germany and France prior to university. He enlisted in the Canadian Armed Forces in June 1987 and graduated from the Royal Military College Saint-Jean (RMC) in May 1992.
Over the course of his career, he has twice served with Canada’s 5e Régiment d’artillerie légère (RALC), holding a variety of positions, including Battery Commander of R Battery and Command and Services (CS). While at Valcartier, he worked at 5 Canadian Mechanized Brigade Group Headquarters. During these postings, he was deployed twice to the former Yugoslavia: first, as part of the NATO Implementation Force (NATO IFOR) with Brigade Headquarters staff, and then, with the 5e RALC Offensive Support Group.
Lieutenant-Colonel Boucher also served on two occasions as an instructor: first, as Artillery Instructor (IG) at the Artillery School from 1997 to 2001, and recently, as a member of the Directing Staff at the Canadian Land Force Command and Staff College.
In 2005, he was appointed Commander of the Joint Nuclear, Biological and Chemical Defence Company (renamed the Canadian Joint Incident Response Unit – CBRN (CJIRU)). This command gave him the opportunity to work with a number of government agencies (notably, the RCMP and Health Canada) and to preside over the transfer of the Canadian Forces Joint Task Group to the Canadian Special Operations Forces Command.
A graduate of the Canadian Land Force Command and Staff College in Kingston and the Canadian Forces College in Toronto, Lieutenant-Colonel Boucher was granted a bachelor’s degree with distinction in Military and Strategic Studies from RMC Saint-Jean and master’s degrees in both War Studies and Defence Studies from RMC Kingston.
Married to Lieutenant-Colonel Telah Morrison, a logistician, Lieutenant-Colonel Boucher is the proud father of four boys: Guillaume, Laurier, Etienne and Emanuel. They enjoy many family recreational activities such as scouting, camping, hunting and fishing.
