MASTER GUNNERS' ASSOCIATION OF CANADA CONSTITUTION

CHAPTER 1

CONSTITUTION

Section - 1 - General

NAME

101.01 The name of Association shall be "The Master Gunners' Association of Canada", hereinafter referred to as "The MG Association".

AUTHORITY

101.02 The MG Association is established under the Authority of the Director of Artillery. It shall operate in accordance with the instructions contained in this Constitution and the By-Laws which amplify the Constitution.

PURPOSE

101.03 The purpose of the MG Association is to foster a spirit of good will and comradeship between serving and senior Master Gunners and to promote esprit de corps amongst all gunners of the Regiment.

Section - 2 - Membership

GENERAL

The membership of the MG Association shall consist of:

a. serving Master Gunners;
b. retired Master Gunners, hereafter referred to as senior Master Gunners; and
c. honorary members.

SERVING MASTER GUNNERS

102.02 Personnel of the Canadian Forces and Commonwealth who attain the qualification of "Master Gunner" shall automatically become members of the MG Association.

SENIOR MASTER GUNNERS

102.03 Personnel of the Canadian Forces who retire after receiving the qualification "Master Gunner" shall continue to be members of the MG Association.

HONORARY MEMBERS

102.04 The Master Gunner of St James Park shall be respectfully requested to become an honorary member of the MG Association.

102.05 The serving members may appoint a MG Trumpeter, and request that he attend and sound dinner call at annual meeting dinners.

Section - 3 - Committee

COMPOSITION

103.01 The MG Association shall be administered through a committee comprising:

a. A President;
b. a Secretary-Treasurer;
c. a Historical member, and
d. an Editor

Section - 4 - Meetings

GENERAL

104.01 The MG Association shall endeavour to meet at least once per year.

Section - 5 - Amendments

AMENDMENTS

105.01 a. Proposals to amend the constitution shall be made in writing to the Secretary-Treasurer; and

b. All valid amendments must be passed by a majority vote of those attending the annual meeting.

CHAPTER 2

BY-LAWS

GENERAL

201.01 These By-Laws are designed to amplify the Constitution.

AMENDMENTS

201.02 a. Proposals to amend the By-Laws shall be made in writing to the Secretary.

b. All valid amendments to the By-Laws must be passed by a majority vote of those attending the annual meeting.

Section - 2 - Committee

GENERAL

202.03 The membership of the MG Association shall consist of:

a. A President;
b. a Secretary-Treasurer;
c. a Historical member, and
d. an Editor

PRESIDENT

202.04 The President shall be elected from the serving members at the annual meeting. His term of office shall normally be for two years.

SECRETARY

202.05 The Secretary-Treasurer shall be elected from the serving members at the annual meeting. His term of office shall normally be for two years.

HISTORICAL MEMBER

202.06 The Historical Member shall be elected from the serving members or senior Master Gunners at the annual meeting. His term of office shall normally be for two years.

EDITOR

202.07 The Editor shall be elected from the serving members or senior Master Gunners at the annual meeting. His term of office shall normally be for two years.

NOTE

202.08 In order to provide close collaboration, the President, Secretary-Treasurer and Editor shouldd be from one geographical location; i.e., CTC, DREV, etc.

Section - 3 - Meetings

MEETINGS

203.01 The annual meeting shall be called by the President. All members are expected to attend.

FORMAT

203.02 The annual meeting swill normally be held over a two day period, however this time period may be extended if directed and/or authtorized by the Director of Artillery. The following format is suggested and may be modified according to topics of special interest:

a. Phase 1 - for all serving Master Gunners (and senior members giving presentations). It is preferable this be a Thursday, with a suggested agenda as thus:
(1) Presentations which may be given by:
(a) NDHQ (DLR, DPCOR, DLAEEM and PMOs),
(b) Key Note Speaker for Conference Theme,
(c) Land Force Trials and Evaluation Unit,
(d) Defence Research Establishments,
(e) Munitions Evaluation Test Centre Valcartier,
(f) Speakers discussion, brieings to amplify Conference Theme.

(2) Election of officers appointment of sub-committees.
b. Phase 2 - for all serving, senior and honorary Master Gunners. It is preferable this be a Friday, with a suggested agenda as such:
(1) Introduction of new members,
(2) Master Gunner topics,
(3) Group Photograph,
(4) Associated business (dues, nominal roll, results of elections and appointments, new business) , and
(5) Formal dinner.

Section - 4 - Finances and Accounting

204.01 Annual dues will no longer be collected from all members. Conference dues will be paid by all members of th MG Association attending the annual conference. Members who wish to receive correspondance from the Master Gunners' Association must also pay the Conference Fee. The amount is to be set annuall by the committee.

Section - 5 - Duties

GENERAL

205.01 The committee will be responsible for the following duties.

PRESIDENT

205.02 a. Liaison with the Colonel Commandant and Director of Artillery in all matters pertaining to the MG Association.

b. The administration and management of the MG Association.

c. Calling a meeting of all members at least once a year.

d. Arranging for the publication and distribution of the Master Gunner News Letter prior to the annual meeting.

e. Contracting a distinguished guest of honour for the annual dinner.

f. Formally offer honourary membership to each newly appointed Master Gunner of St James' Park.

SECRETARY-TREASURER

205.03 a. Recording the proceedings and producing minutes of the annual meeting.

b. Maintaining an up to date Master Gunner roll.

c. Preparation of the Warning Order and Agenda for the annual meeting.

d. Liaison with coordination NCO of the hosting unit to prepare for annual meeting and dinner.

e. Handling and security of all correspondence, monies, files.

HISTORICAL MEMBER

205.04 a. Maintains albums and items of interest to the MG Association.

b. Collects photographs from annual meetings and correspondance of historical note for insertion in the MG Association album.

c. Liaison with the RCA Museum to ensure they receive/display historical MG Association items.

EDITOR

205.05 a. Maintain a news letter file and is responsible for the preparation, publication and distribution of the Master Gunner News Letter.

b. Liaison with the President and other members of the committee to ensure all articles of interest are included into the news letter.

c. The collection and collation of articles for the news letter.

DISTRICT REPRESENTATIVES

205.06 A senior or serving member from each of the districts listed in para 205.07 will be responsible for the following:

a. encouraging all senior members to correspond with the committee/each other, and to attend annual meetings;

b. provide information on transportation being made available for the meeting; and

c. informing the Secretary when any member:

(1) is admitted to hospital,

(2) is deceased, or

(2) change address.
